Targus was engaged through counsel for a prospective purchaser to provide a Phase I Environmental Site Assessment (ESA) and Additional Environmental Services of approximately 2,000 acres of the Santa Anita Grant in Hidalgo County, Texas. The subject property was improved with a barn, a windmill, fences, caliche roads, stock tanks, and cattle pens. The surrounding area was similarly utilized as cattle ranch land. Additional improvements included water and petroleum liquid and natural gas pipelines owned and operated by third party tenants.

The site reconnaissance was conducted on foot around the improvements readily accessed by road and by air to access particular additional locations. As is consistent with ASTM E2247, the locations selected for closer evaluation were chosen primarily by review of topographic maps and aerial photographs and included areas around impoundments, livestock feeding or handling areas, perimeter locations in proximity to access points and random additional areas of interest observed from the helicopter.

This assessment identified no recognized environmental conditions or business environmental risk, and the client undertook its business transaction without necessity of further environmental assessment.
