Targus was retained to perform an environmental site assessment (Phase I ESA and additional non-ASTM services) of a vacant industrial property consisting of two warehouse buildings on approximately two acres of land. The improvements were completed in 1947 and the property was used as a sheet metal and plumbing business. The intended forthcoming use is as a new self-storage facility.

No recognized environmental conditions were identified during completion of the Phase I ESA; however, development considerations included the potential for residual soil impact from a former underground storage tank (UST) system, impacted soil associated with detected solvent in soil vapor underneath one of the warehouse buildings, stained soils from vehicles and equipment, and possible abatement/ disposal considerations associated with asbestos-containing materials (ACM), lead-based paint (LBP), PCB-containing building materials, and universal wastes.  

Targus performed pre-demolition surveys for ACM, LBP, PCB-containing building materials, and universal wastes. PCB-containing building materials were not identified. ACM were identified and abated.  LBP was identified on several interior and exterior surfaces. Building materials were permitted to be demolished in place under controlled circumstances and with prior waste stream characterization and proper disposal. Universal wastes were identified, segregated, and disposed separately.

Targus prepared a Soil Management Plan (SMP) to provide procedures to guide soil management activities during future redevelopment. Health and safety, field screening, data collection, confirmation sampling, off-site disposal, and fill material were among the topics covered in the SMP. Field monitoring during demolition of surface features is in progress.
